Former resident of Joppa, MD age 76 died Sunday, 3/21/04 at her home in Middletown, Delaware. Her first husband was the late Ernest R. Frazier. She was widowed in 1978 from Frederick H. Gaskins. She was the daughter of the late George McFarlin Howard II and Evelyn Troy Bundy Howard. Mrs. Gaskins graduated from the Philadelphia High School for Girls in 1944. She received a BA Degree from Virginia Union University. Mrs. Gaskins retired from Harford County government where she served as the Director of Human Relations. She also worked as the First Director of the Spousal Abuse Resource (SARC) in Aberdeen. Mrs. Gaskins received numerous awards and recognition for her innovative work in the community. She was a longtime member of the Church of Resurrection in Joppa, MD, where at various times she served as travel and interacting with her many friends. But above all she enjoyed spending time with family, particularly her children, grandchildren and great grandchildren. She is survived by two children; Ernest R. Frazier, Sr., of Middletown, DE and Barbara L. Barmer of Joppa, Maryland; daughter-in-law Nellie Frazier; son-in-law Josh Barmer, Jr.; brother George McFarlin Howard III; Aunt Franccenia Beech, nine grandchildren, fifteen great grandchildren; and a host of nieces and nephews.
